This conference is an important occasion to exchange experiences and knowledge about the latest developments and challenges in water resource management and to enhance its sustainability in our region.
Welcome
Welcome to the Sixth Arab Water Conference, held under the theme “Governance Towards Achieving Sustainable Development in Water.” This conference, which brings together ministers, experts, researchers, and specialists in water issues from across the Arab world, represents a valuable opportunity to enhance sustainable management of our water resources amidst the significant challenges facing our region.
Good water governance is essential to ensuring fair and efficient resource distribution and to mitigating crises that impact food, economic, and social security. Through this conference, we aim to provide a platform for exchanging expertise, discussing policies, and shaping visions that support joint Arab cooperation for managing water resources in a way that fosters sustainable development and meets the future needs of our people.
We hope the conference will yield tangible results and practical recommendations to develop policies and systems that ensure a balance between economic growth and environmental preservation, achieving water security and contributing to the welfare of our Arab communities.
Our Mission
Our mission is to strengthen regional and international cooperation in the field of water, and to promote dialogue among researchers, professionals, and decision-makers, aiming to develop sustainable and effective solutions for the water issues facing our region. We are committed to providing a platform for the effective exchange of ideas and experiences, and to fostering continuous learning and innovation in the water sector.
The Arab region is one of the most water-scarce areas in the world due to the dominance of a desert climate in most of its territories. The situation is worsening due to the impact of conflicts, climate change, economic difficulties, and shared water basins with neighboring countries, which account for more than 60% of its water sources.
The water crisis has become a threat to the region’s stability, as well as to human development and sustainable growth. Water issues hold special importance in the Arab world given the limited availability of drinking water. Therefore, Arab countries must prioritize the development and preservation of water resources when formulating their security strategies. “Water security” should be at the top of the priority list due to the scarcity of traditional water resources. This necessitates serious efforts to preserve and develop these resources, as well as to find new water resources.
In an era where water and environmental concerns are at the forefront due to climate changes, the concepts of sustainable development and governance have become urgent needs. They represent a collective effort to tackle the challenges of our time, to achieve social and economic development, and to build effective policies and strategies. These should be based on integrated approaches shared by Arab countries to face these challenges.

أصحاب المعالي والسعادة، السيدات والسادة، ضيوفنا الأفاضل،
السلام عليكم ورحمة الله وبركاته،
يشرفني أن أخاطبكم اليوم ونحن نختتم أعمال المؤتمر العربي السادس للمياه، الذي انعقد تحت شعار الحوكمة في منطقة البحر الميت في المملكة الأردنية الهاشمية نحو تحقيق التنمية المستدامة.
هذا المؤتمر لم يكن مجرد لقاءٍ تقليدي، بل كان منصة استثنائية جمعت نخبة من أصحاب القرار، والخبراء، والأكاديميين، وممثلي المجتمع المدني والقطاع الخاص، والمؤسسات الدولية، ليتبادلوا الأفكار ويستعرضوا الخبرات بهدف صياغة حلول مستدامة للتحديات التي تواجه قطاع المياه في منطقتنا العربية.
السيدات والسادة،
شهدت الأيام الماضية مناقشات مثمرة تناولت قضايا جوهرية ترسم ملامح مستقبل مواردنا المائية، ومن أبرز محاور المؤتمر:
- الحوكمة الرشيدة لقطاع المياه: تعزيز السياسات والمؤسسات المائية لتحقيق الكفاءة والشفافية.
- الرقمنة في مؤسسات المياه: دور الابتكارات الحديثة في تحسين إدارة الموارد المائية.
- ترابط المياه والغذاء والطاقة والبيئة: استراتيجيات التكامل لاستخدام الموارد بشكل مستدام.
- الموارد المائية غير التقليدية: بحث تقنيات جديدة كتحلية المياه وإعادة الاستخدام لمواكبة الطلب المتزايد.
- استرداد التكلفة وتحسين الكفاءة: سياسات تسهم في استدامة الأنظمة المائية عبر الإدارة الاقتصادية الفعالة.
- إدارة الموارد المائية المتكاملة: مواجهة التحديات المناخية بمنهج شامل ومتوازن.
أيها الحضور الكريم،
إن هذه المحاور ليست مجرد عناوين، بل هي خارطة طريق تمثل التزامًا مشتركًا نحو تحقيق الأمن المائي، وضمان مستقبل زاهر لأجيالنا القادمة. نتطلع أن تُترجم توصيات هذا المؤتمر إلى مبادرات عملية تُحدث أثرًا ملموسًا في مجتمعاتنا.
في هذا السياق، أود أن أتوجه بخالص الشكر والتقدير إلى:
- الحكومة الأردنية – ممثلةً بوزارة المياه والري – على استضافتها الكريمة وتوفير كافة السبل لإنجاح هذا الحدث المميز.
- اللجنة المنظمة والعلمية وجميع فرق العمل على جهودهم الجبارة في إعداد وتنظيم هذا المؤتمر.
- كافة المشاركين من دولنا العربية، الذين ساهموا بأفكارهم ورؤاهم الرائعة في إثراء النقاشات وتقديم حلول مبتكرة لاستدامة مائية لأجيالنا المستقبلية.
السيدات والسادة،
نحن اليوم أمام مسؤولية جماعية تدعونا للعمل بروح الشراكة والتعاون لتنفيذ ما توصلنا إليه من توصيات. إن تحديات المياه التي تواجهنا ليست فردية بل مشتركة، وتحتاج إلى تضافر الجهود واتخاذ مبادرات فعّالة.
ختامًا، أجدد شكري وامتناني لكل من ساهم في إنجاح هذا المؤتمر، متمنيًا أن نلتقي قريبًا في فعاليات أخرى تُعزز العمل العربي المشترك من أجل مستقبل أفضل.

التوصيات
توصيات المؤتمر العربي السادس للمياه
- تحقيق التوازن بين التزويد وإدارة الطلب على المياه.
- ضرورة إيجاد توازن مستدام بين إدارة مصادر المياه وزيادة كفاءة استخدامها، بما يضمن استدامة الموارد المائية للأجيال الحالية والمستقبلية، وبما يضمن التوازن البيئي.
- تشجيع مشاركة جميع القطاعات في إدارة الطلب، مع التركيز على استخدام تقنيات الذكاء الاصطناعي، وتقديم حوافز للمستهلكين لتحسين كفاءة الاستخدام.
- اعتماد حلول صديقة للبيئة.
- تعزيز مشاركة المرأة في إدارة الموارد المائية من خلال خلق فرص تدريبية ومهنية ودعم تمكين متكافئ.
- توحيد جهود الدول العربية لحماية حقوقها في المياه المشتركة، مع تفعيل عمل اللجان الفنية المتخصصة لتعزيز التعاون الإقليمي.
- إعداد استراتيجية متكاملة وشاملة تربط بين قضايا المياه، والغذاء، والطاقة، والبيئة للدول المتجاورة، لتعظيم الاستفادة المشتركة بين كافة القطاعات.
- صياغة قوانين موحدة تشمل أساليب الحماية من التلوث والهدر، مع تغليظ العقوبات على الممارسات التي تضر بالموارد المائية.
- استخدام أنظمة الاستشعار عن بعد والتكنولوجيا المتقدمة لتحديد احتياجات المحاصيل من المياه بدقة وفقًا للمنطقة الجغرافية.
- تعزيز الاستخدام الأمثل للمياه الجوفية والسطحية لتلبية الاحتياجات المنزلية والزراعية، من خلال تطبيق تقنيات متقدمة للحد من الهدر، والتوسع الآمن والمستدام في استخدام المياه المعالجة.
- تكثيف الحملات التوعوية لجميع فئات المجتمع لتثقيفهم بأهمية الموارد المائية وسبل الحفاظ عليها.
